Harmony Fire sits at the centre of that challenge, working with major residential portfolios across the UK to translate building safety risk into practical delivery programmes.

We are now seeking an experienced freelance Project Manager to support early-stage building safety programmes, helping clients translate risk assessments into clear remediation strategies and delivery plans. This role focuses on programme development, technical coordination and delivery planning across RIBA Stages 0–4.

About the Role

This is a strategic project management role focused on the front end of building safety programmes. Rather than managing individual construction sites, the role centres on translating life safety risk data into practical remediation plans and programme strategies across residential portfolios.

Working with multidisciplinary teams of surveyors, engineers, fire engineers and consultants, you will help shape technical solutions, coordinate design development and build clear delivery strategies that reduce life safety risk while remaining commercially viable and buildable.

Key Responsibilities

Strategic Programme Management
• Lead programmes from RIBA Stage 0 Strategic Definition through to RIBA Stage 4 Technical Design
• Translate building safety risk assessments into portfolio-level remediation and investment strategies
• Develop remediation masterplans across large residential portfolios, prioritising works based on life safety risk and regulatory compliance

Life Safety Risk Management
• Support clients in identifying and prioritising life safety risks including fire safety, structural safety, lifts, gas safety, electrical safety, asbestos and water hygiene
• Coordinate multidisciplinary technical teams to develop solutions that reduce risk within occupied buildings
• Ensure recommendations align with the UK’s evolving building safety regulatory framework

Design and Technical Coordination
• Manage design teams through concept development, option appraisal and technical design
• Ensure solutions are practical, buildable and commercially viable
• Coordinate input from surveyors, engineers, fire engineers and specialist consultants

Cost Planning and Investment Strategy
• Develop strategic and detailed cost plans across portfolios of residential buildings
• Help clients understand long-term capital investment requirements
• Challenge technical assumptions to maximise life safety risk reduction per pound invested

Programme and Delivery Planning
• Develop programme strategies for remediation works across multiple buildings
• Identify dependencies, risks and sequencing requirements
• Provide clear reporting and strategic advice to senior client stakeholders

Experience and Background

Essential
• Experience managing construction, remediation or building safety projects within residential environments
• Experience working through RIBA Stages 0–4
• Proven experience coordinating complex projects involving multiple consultants and stakeholders
• Experience working within occupied residential buildings, ideally social housing

Desirable
• Experience delivering building safety or fire remediation programmes
• Experience developing asset portfolio investment strategies or remediation masterplans
• Familiarity with the UK Building Safety Act and regulatory framework
